The HSE consultation on proposed changes to RIDDOR Regulations closes this Tuesday, 30th June, and we are writing to urge you to consider submitting a response before the deadline.
With five days remaining, HSE has confirmed that free text submissions will now be accepted alongside responses to the formal consultation document. This is a significant development, as the consultation document itself runs to 74 pages — a length that has, in our view, placed an unreasonable burden on respondents and risked discouraging meaningful engagement.
No explanation has been given for this late change to the process, and Scottish Hazards has not encountered a comparable situation in previous consultations.
We wish to be clear that our concerns go beyond the consultation’s format. The proposals, as drafted, fail to address a fundamental gap: RIDDOR currently does not capture data on psychological harms arising from modern working conditions. Despite claims to the contrary, these changes would not remedy that. This is a serious shortcoming that we believe must be challenged.
To support our network in responding, we have linked two summaries of Scottish Hazards’ draft response below. These are intended to help any trade union branch, health and safety representative, or individual submit a response — even at this late stage.
We would encourage you to do so. Every response submitted strengthens the case for meaningful reform.
